The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) Beneficial Use Task Force (BUTF) developed this tool to demonstrate how States and Territories (henceforth referred to as States) incorporate the use of analytical criteria into their beneficial use proposals. The tool also lists the top five beneficial use materials and end uses in the States that initially responded to a 2024 survey.
This information is presented in a visual, searchable tool allowing solid waste programs to see how and where analytical criteria are used in beneficial use evaluations. This information aims to facilitate information sharing among States and inform decision making.
For the purposes of this tool, “beneficial use” refers to any State program that evaluates the proposed use of wastes in legitimate ways that would not constitute an alternative form of disposal.
