EPA’s Compliance Monitoring Strategy (CMS) sets national inspection goals for treatment, storage, and disposal facilities (TSDF) and large quantity generator (LQG) universes. It also discusses alternatives to those goals: EPA can approve flexibilities for RCRA-authorized partner agencies to redirect some compliance monitoring resources from traditional CMS activities at routinely inspected facilities to inspections that may address more pressing needs or areas of interest. The CMS lays out processes for approval and end-of-year reporting for alternative CMS approaches.
