The ASTSWMO Investigation and Remedy Selection Focus Group has developed a Quick Reference Guide for State managers. The goal of this Quick Reference Guide (QRG) is to support the development of Community Considerate Cleanups (C3). These are cleanups designed through the lens of the people who live, work, play, and learn in an affected community. Communities are affected not only when cleanups take place within them, but when cleanup waste is treated and/or disposed of in the area.
Note: The QRG is not intended to be a comprehensive guide for all cleanup plan requirements, but rather a pathway to re-frame the importance of addressing community voices within the cleanup plan. This QRG does not replace federal or State public participation or cleanup planning requirements, but rather serves to provide additional depth to existing proven practices.
Description: In this letter, the Association of States and Territorial Solid Waste Management Officials (ASTSWMO) respectfully requests that the U.S. Environmental Protection Agency’s Office of Underground Storage Tanks (EPA OUST) address the decline in federal funding to State and Territorial (State) underground storage tank (UST) programs. The funding provided currently does not meet the necessary level for the effective implementation of. State UST programs. Since fiscal year (FY) 2013, the overall level of extramural funding for the UST release prevention and cleanup programs has decreased with no adjustment for the increase in regulatory requirements or inflation. A summary of these trends is provided in the letter.
