ASTSWMO’s Remediation & Reuse Focus Group examined State involvement in response actions taken at federal facility cleanups by civilian federal agencies (CFAs) under the authority of Executive Order 12580. CFAs include any federal government agency except for the Department of Defense and Department of Energy. In preparing the report, ASTSWMO requested information from all State federal facility programs and reviewed current policies, guidance documents and studies from federal agencies and other sources. The report includes a short introduction to CERCLA, SARA, and Executive Order 12580, a summary of current environmental liabilities for CFAs in the United States, and an assessment of challenges and suggested improvements to implementing CERCLA at federal facility cleanups managed by CFAs.
