Lithium Battery Workgroup

Mission

The Lithium Battery Workgroup, formed by the ASTSWMO Board of Directors in January 2024, aims to provide a forum for ASTSWMO membership to discuss Federal, State, and Territorial issues around regulation, policy, and technical developments for lithium batteries. This group currently focuses on data collection and research to recommend projects and training activities for ASTSWMO Subcommittees, Focus Groups, and Task Forces regarding lithium batteries.

The goals of the workgroup is to:

  • Educate ASTSWMO membership on the hazards of end-of-life lithium batteries
  • Identify lessons learned for proper management of lithium batteries
  • Increase communication and collaboration between local emergency responders and state and federal regulators regarding hazards of lithium batteries

David Burton Since 2017, I have worked in municipal, county, state, and federal regulatory environments, developing a career grounded in RCRA implementation, hazardous waste compliance, and environmental enforcement. I currently serve as a RCRA Inspector with the Oklahoma Department of Environmental Quality (DEQ), where I interpret and apply complex RCRA and solid and hazardous waste regulations across a broad range of regulated entities. My work focuses on making clear, defensible compliance determinations that protect human health and the environment while promoting regulatory consistency. I hold a B.A. in Geography from the University of Colorado Denver, a Black Belt certification from Denver PEAK Academy, and HAZWOPER Technician certification. My role at Oklahoma DEQ directly informs my participation in the ATSWAMO Lithium-Ion Battery Workgroup, where emerging lithium-ion battery management and recycling issues increasingly intersect with RCRA applicability and intergovernmental regulatory coordination. I am committed to advancing practical, protective compliance solutions that align environmental stewardship with operational realities.
