EPA Offices have been invited to present on the newly released Residential Soil Lead Guidance for CERCLA sites and RCRA Corrective Action facilities. A State perspective on how they are working with US EPA to prioritize sites for cleanup will also be presented.

It has been a time of major change and transference, and Tanks programs are called to make decisions based on top priority. This session will open with Tanks Subcommittee Chair, Russ Olsen, then with Task Force leadership summarizing the sustainability of Tanks programs project. Mark Barolo, Director of EPA Office of Underground Storage Tanks (OUST) will share OUST’s participation in this project, as well as how ASTSWMO and OUST collaborate programmatically. Finally, additional OUST staff will provide data updates.

This three-part session will highlight how states are using BIL funds. In BILding the Good Life in Rural Nebraska Taryn Horn will highlight Nebraska’s efforts to support vital cleanups in small and rural communities using 128(a) BIL funding. In the South Carolina Brownfields Environmental Site Testing (SC BEST) session Robert Hodges will describe the development and implementation of a program that utilizes the collaborative nature of South Carolina’s regional Councils of Governments (COGs) to put the selection of funding targets in the hands of the local communities. The last session will be an interactive BIL Discussion: Innovation in Action where states can shareand learn from each other regarding the innovative uses of BIL funding.

The Federal Facilities Subcommittee will host a presentation on the Department of Defense’s Risk Management Methodology (RMM) training and implementation from State and Federal perspectives. This presentation builds upon a webinar on the subject.

In Fall 2023, States and Territories received, for the first time ever, funding for State solid waste management plans, data collection efforts, and other studies to advance post-consumer materials management. This session will feature presentations from three States talking about their experiences with similar SWIFR funded activities

The Financial Responsibility Task Force is developing two guidance documents for State Fund programs: 1) A Pay for Prevention Guide will use information from States on how they use State fund monies to leverage UST system replacements or upgrades and thereby preventing releases from happening. 2) A Rate Establishment Guide will provide a useful guide for State programs updating or establishing reimbursement rates. Now, the Task Force continues to draft these guidance documents for States with fund programs, but they need YOUR help! Learn, participate, and discuss ways to sustain Tanks programs for the future.

Presented by the Release Prevention Task Force, this session will revisit the issue of failed/falsepassing leak detection testing that can result in large releases and costly cleanups, specifically with Non-Volumetric Tank Tightness Testing (NVTTT), and discussion around methods to take to reduce these issues.
