The 2008 State Superfund Managers Symposium (SSMS) is sponsored by the ASTSWMO State Superfund Focus Group. The primary objective of the Symposium is to provide a forum for State cleanup program managers and staff to share experiences, lessons and pitfalls regarding practices for the detection, identification, and remediation of hazardous substances with each other and with their federal cleanup program counterparts.

The 2008 SSMS will feature the theme, “Leaner and Greener” and will highlight State and federal approaches to ensure cost-effective cleanups that remain protective of human health and the environment. A variety of information sessions and roundtable discussions are planned for this 2-1/2 day event. Sessions are aligned to provide a balance of technical and State/federal regulatory policy information and experience on topics such as: new and innovative clean-up approaches, in-situ remediation technologies, State one-clean up programs, State drycleaner programs, background contaminants, vapor intrusion, sediments issues, sustainable and “greener” clean-ups, and State lessons in emergency response to large-scale events and natural disasters. On Day 2 of the Symposium, a roundtable session on issues specific to smaller States, and a plenary session roundtable forum featuring panelists from ASTSWMO, EPA Headquarters and EPA Regional staff are planned to further research current and/or emerging issues relative to federal and State Superfund programs. A 1/2-day training session on risk communication and public involvement is also planned for Day 2.
Participation
ASTSWMO welcomes State/Territorial Superfund program managers and staff, as well as EPA staff and other invited guests to the 2008 Superfund Managers Symposium. Because of limitations on hotel meeting space capacity and availability of accommodations, priority attendance will be afforded to ASTSWMO members and invited speakers and guests.

There is no registration fee for this Symposium. However, all attendees must register with ASTSWMO by Thursday, July 3, 2008.
Special Note: Luncheon Reservations
Please be sure to indicate on the on-line registration form whether or not you plan to attend the two provided lunches on Tuesday, July 29 and Wednesday, July 30. If you do not inform us of your plans, you will not receive a luncheon ticket or be included in the final luncheon count. If you plan to attend the luncheon and must cancel or if you plan not to attend and change your mind, please contact Jennifer Patterson at 202-624-5423 or at jpatterson@astswmo.org to finalize your meal plans by Thursday, July 3, 2008.
Reimbursement Opportunities
ASTSWMO is able to fund up to two (2) participants per State/Territory and State speakers for this Symposium. Funding will be allocated to two (2) representatives per State/Territory with additional funding available on a limited basis. Please contact Jennifer Patterson at ASTSWMO should your State wish to send more than two people to the Symposium using ASTSWMO funding. Note that in order to receive funding, the State or Territorial representative(s) must be pre-registered with ASTSWMO and funding must be approved by ASTSWMO prior to travel. Additional State/Territorial staff are welcome to register and attend using alternate funding sources as long as space is available.
For those registrants that qualify for ASTSWMO funding, ASTSWMO will reimburse air and ground transportation costs, hotel expenses at the government rate for a maximum of three (3) nights, and meals and incidentals at actual costs up to the federal per diem rate of $59/day for Scottsdale, AZ. Note: If you will be arriving or departing from Scottsdale or any other stopover points outside the dates of July 28 - July 31, you must advise Jennifer Patterson in the ASTSWMO office at 202-624-5423 or jpatterson@astswmo.org prior to finalizing your travel plans, as completion of a Multi-Purpose Travel Exception Form for ASTSWMO approval prior to travel will be required. Additional nights stay at the hotel must be pre-approved by ASTSWMO prior to travel. Even in cases where the traveler is not seeking additional nights to be funded by ASTSWMO, this form is required to document any differences in flight costs between the proposed dates of travel and the approved dates for this meeting. If your travel arrangements fall under this category and you do not receive prior approval from ASTSWMO, we may not be able to reimburse your full airfare.
ASTSWMO’s current travel procedures and reimbursement policies are located on our website at: www.astswmo.org. Please review these policies, as they have changed recently and may be different from others you are used to using. For example, ASTSWMO does not pay for rental cars or in-room phone/internet charges. Reimbursement materials will be e-mailed approximately two (2) weeks in advance of the Symposium to all those qualifying for ASTSWMO funding. ASTSWMO strongly suggests that State/Territorial attendees make their hotel reservations in advance of receiving out-of-State travel approval and/or funding confirmation from ASTSWMO, in order to ensure room availability at the contracted rate. You can cancel your hotel reservations up to 48 hours in advance of your intended arrival without incurring a penalty, if necessary.

Hotel Accommodations and Rates
The 2008 ASTSWMO State Superfund Managers Symposium will be held at the Scottsdale Plaza Resort located at 7200 North Scottsdale Road, Scottsdale, AZ. A block of rooms has been reserved at the rate of $102.00/night plus local taxes of 11.92% per day. Note: To those attending using ASTSWMO funding, this is the maximum daily room rate reimbursable by ASTSWMO. The deadline for room reservations at the Scottsdale Plaza is Thursday, June 26, 2008; room reservations made after that date will be subject to room and rate availability.
To make your reservations, please contact the hotel directly at: 800-832-2025 and reference the event name “ASTSWMO State Superfund Managers Symposium” when making your reservations. All cancellations must be made with more than 48 hours notice or you will be charged the cost of one night’s stay. Attendees will pay their own accounts upon departure.
Hotel check-in time is 3:00 p.m. and check-out time is 12:00 noon.
Note About Resort Fee: You may notice on the reservation confirmation you receive from The Scottsdale Plaza Resort Hotel a reference to a $10.00 per day plus tax resort fee, which covers in-room safe, in-room coffee, local phone calls, 800 number access calls, access to the fitness center, incoming faxes and newspaper delivery to your room Monday-Friday. The hotel is using its standard reservation confirmation form. This resort fee has been waived by the hotel for guests in the ASTSWMO room block, so it should not appear on your final hotel bill. The Scottsdale Plaza Resort will provide only ASTSWMO attendees with access to these services at no charge. Please be sure to confirm at check-out that you are not charged for these services and amenities.
Air and Ground Transportation
The main airport that serves Scottsdale, AZ is the Phoenix Sky Harbor International Airport (PHX), which can be found online at its official website: phoenix.gov/AVIATION. You can find useful information at its World Airport Guide page: phoenix-phx.com.
Upon arriving at the airport, guests may use the courtesy phone to arrange for shuttle service transportation to The Scottsdale Plaza, which is owned and operated by The Plaza. A courtesy phone is located in the baggage claim area in each of the airport terminals. Dial 40, which is the number labeled "The Scottsdale Plaza Resort", to be directly connected with the Transportation/Bell Desk dispatch at The Plaza. If you are unable to locate the courtesy phone, please call 480-951-5118 to be directly connected.
NOTE: Shuttle vans pick up at the airport only when a call is received. The shuttles do not automatically stop at each pick-up location.
Guests should retrieve their luggage prior to calling for shuttle service. Guests will be asked their name, the airline they arrived on, and the number in their party, as well as a brief clothing description (to allow the driver to recognize them). Guests are directed to the north curb "Resort Shuttles/Courtesy Vehicle Loading" area (distinguished by a sign with a blue diamond), given a description of their van, an estimated time of pick-up, then transferred directly to The Plaza.
The shuttle departs the airport every half-hour, on the hour and the half hour, from 6:30 a.m. to 10:00 p.m. seven days a week for hotel guests that have scheduled pick-ups or drop-offs. There is a charge of $20 per person each way. This charge is posted directly to the individual’s room account.
Other transportation options are available at the airport.
Travel by Car
Members seeking reimbursement who wish to drive to the Symposium may do so provided that the total cost of driving does not exceed the cost of regular round-trip airfare. Members must obtain pre-approval from ASTSWMO using the Multi-Purpose Travel Exception Form if the roundtrip exceeds 500 miles. Costs are calculated at $.485 per mile, plus tolls. Please note that ASTSWMO does not reimburse for on-road hotel and meal costs, nor does ASTSWMO pay for rental cars.

For Those Being Reimbursed by ASTSWMO
If you will require any grant funded assistance, it is essential that you indicate this request on the Registration Form, since your reimbursement request must be pre-approved by ASTSWMO prior to travel. Following the Symposium, if we receive a reimbursement claim from an individual who has not received prior Association approval, we will be forced to return it without action, as all available funds will have been allocated for this meeting. The most current Association travel procedures and forms are available on our website. Please read the procedures prior to travel so you are aware of allowable expenses, requirements for receipts (we require original receipts for all individual expenses over $25), and other limitations. Reimbursement forms specific to this Symposium will be e-mailed two (2) weeks in advance of the meeting. The reimbursement forms for this Symposium will not be posted on the ASTSWMO website. As noted in the Reimbursement Opportunities section of this announcement, if you plan to travel earlier than July 28 or return home later than July 31, you must contact Jennifer Patterson to discuss the completion of a Multi-Purpose Travel Exception Form before you make your travel arrangements. “Green” Meeting
ASTSWMO is committed to minimizing the environmental impact of this Symposium through decreasing the amount of solid waste produced by the event, and disposing of solid and liquid wastes generated at the event in an environmentally responsible manner. As such, ASTSWMO staff and the State Superfund Focus Group have evaluated how best to distribute information on the Symposium prior to and following the event. Please note that paper copies of presentations will not be provided at the meeting. Instead, we encourage all speakers to provide their presentations in electronic format for posting on the ASTSWMO website prior to the symposium, so that attendees can download and/or print their own copies in advance. We suggest to all attendees and speakers that they print any materials on recycled paper stock using both sides of the paper. Should you wish to distribute informational materials at the Symposium, please bring only what is needed and take back with you everything that you don’t hand out. ASTSWMO staff is also researching the possibility of providing on-site recycling of paper, plastic and glass at the Symposium.

Conference Objectives
The 2008 Hazardous Waste Managers Conference is sponsored by the ASTSWMO Hazardous Waste Training Task Force. The primary objectives of the Symposium are: to provide a forum on what’s new for the RCRA program, provide opportunity for presentation of the projects conducted by the ASTSWMO Task Forces, to discuss with the attendees the Association’s plans for current and future projects on issues of concern to State Hazardous Waste programs, to highlight and share program innovations and success stories, and to train State/Territorial regulatory staff on new policies and developments which affect State programs.

This two and a half day Conference will cover topics such as industrial wastes, inspection, enforcement, emerging products, nanotechnologies, policy and programmatic updates and an open forum.

This is a smoke free facility, is located only a couple of miles from the San Diego Airport and is within walking distance of many historic downtown venues. Note: To those attending using ASTSWMO funding, this is the maximum daily room rate reimbursable by ASTSWMO. The deadline for room reservations is Friday, July 18, 2008; room reservations made after that date will be subject to room and rate availability.
